I'm far from an expert but I too have a 2001 and when I pulled the white spacer and pulled the brass plug to get at the idle adjustment screw and adjusted it I no longer had to run with my choke out 1 notch.
I believe I read somewhere on the forum that the spacer was necessary to meet emission regulations over here, but don't quote me on that.
